Class Rules


1.0 Definitions.

'Redwing' (a) Those wooden boats (20) built between 1938 and 1950 by Camper and Nicholson Ltd to the design of Charles Nicholson.
(b) Those GRP boats conforming to the Rules and Official Plans of the Redwing Class.

'The Club' The Redwing Club, Bembridge, Isle of Wight, England.

'The Bembridge Redwing Class'
This is the class of yachts all owners of which are automatically members whether they sail at Bembridge or not, provided they pay a registration, membership and measurement fee.

'The Committee' The Committee of The Club.

'Official Plans' The plans of the Redwing which are the property of The Club.

'Class Rules' These include the plans, diagrams and the measurement forms.

'Official Measurer' One or more to be appointed by The Committee who may cancel their appointment at any time. They must be officially recognized by their national yachting authority.

'Official Sail Measurer' The Club shall approve and appoint in writing certain persons to measure the sails in the approved manner and to sign the sail measurement forms currently in use by The Club.

'Owner' In the case of jointly owned Redwings the first named shall be the name on the certificate and shall nominate the part owner authorized to vote on behalf of the boat.

'Member' A Member or Associate Member for the time being of The Club

 

1.10 Purpose of the Class Rules.

The hull deck and certain fittings shall be One Design on all new GRP yachts. The new glass fibre hulls and decks of yachts of this Class shall be as near1y a1ike as possible with regard to shape, stability, weight of hull and decking, shape and weight of keel, shape of rudder, position and size of lifting eyes, bow and stem fairleads and position and size of forward and aft deck cleats.

 

1.20 Authority

The administering authority of The Class shall be The Club.

1.21 The Club shall not accept any legal responsibility in respect of these rules and plans or any claim arising there from.

1.22 In countries where there is no national yachting authority (NA), or the NA does not wish to administer the class, its functions as stated in these rules shall be carried out by The Club or its delegated representatives.

 

1.30 Language

1.3 I The official language of the class is English and in the event of dispute over translation, the English text shall prevail.

1.32 The word "shall' is mandatory and the words "may" and "can" are permissive.

 

1.40 Interpretation.

1.41 These rules shall be read in conjunction with the official plans and measurement forms which are available from The Club Secretary.

1.42 Departure of any kind from the plans is prohibited, unless details of the proposed departure have been approved by The Club.

1.43 In the event of a discrepancy between the rules, measurement forms or plans the matter shall be referred to The Club.

 

1.50 Measurement and Measurers.

1.51 The yacht, before leaving the builder's premises, shall be measured by an Official Measurer.

1.52 The Official Measurer, either on the first measurement, or subsequently, may take random drillings to verify that the specifications of the laminates in the construction plans for the hull or decking or other specification contained in these rules have been complied with. Such drilling shall be of the minimum size required to verify compliance and shall only be taken if no other adequate method of verification is available.

1.53 If it is considered that there has been any attempt to depart from the design or these rules in any particulars, it shall be reported to The Club.

1.54 Except where other methods of measurement are specifically indicated, all measurements shall be carried out in accordance with ISAF Measurement Instructions.

1.55 Only an Official Measurer shall measure a yacht, its spars, and equipment, and sign the declaration on the measurement form.

1.56 An Official Measurer shall not measure a yacht, its spars or equipment owned or built by himself or in which he is an interested party, or has a vested interest.

1.58 Templates used for measurement shall be made accurately to designs supplied by The Club.

 

1.60 Application of Rules and Re-measurement

1.61 If a yacht is to be re-measured (see rule 1.63 below) this shall be carried out in accordance with the rules in force at the time the yacht's original measurement certificate was issued, except that spars, rigging and sails shall be in accordance with the current Class Rules.

1.62 Replacement spars, rigging and sails shall be measured in accordance with the current Class Rules.

1.63 Re-measurement shall be carried out if instructed by The Club or a race committee: -

A. Before an international regatta, provided due notice is given.
B. After a protest.
C. Under circumstances requiring re-measurement.
D. On the instructions of the owner.

Circumstances requiring re-measurement are:

1. The hull shape has been altered.
2. The yacht had been incorrectly measured before the measurement certificate had been issued.
3. After major repair or alteration.

1.64 Adjustment of the corrector weights shall be made only after the yacht has been officially re-weighed by an Official Measurer with a scale that has been officially certified within the preceding twelve months and with the agreement of The Committee.

1.65 The revised details of the corrector weights shall be entered on the measurement certificate which shall be sent to The Club to be revalidated or re-issued.

 

1.70 Measurement Certificate

1.71 No yacht shall take part in Class races unless it has a valid measurement certificate.

1.72 A valid measurement certificate is an original or copy of the measurement form which has been stamped by The Club.

1.73 Change of ownership invalidates the certificate. The original certificate shall be returned by the new owner who shall pay any re-registration fee that might be required by The Club. A new certificate shall then be issued to the new owner.

 

1.80 Owner's Responsibility

It is the responsibility of the owner to see that the yacht, spars, sails and equipment comply with the Class Rules and relevant Racing Rules of Sailing at all times and that alterations, replacements or repairs to the yacht, spars, sails or equipment do not invalidate the measurement certificate.

Note: Alterations, repairs or replacements which are not re-measured may invalidate a yacht's certificate.

 

2.00 Hull and Decking

2.10 Construction shall be carried out only by builders licensed by The Club.

2.11 Construction shall be G.R.P. glass reinforced polyester resin and shall be in accordance with the relevant general arrangement and construction plans and specification. The use of fibres other than glass is prohibited in the construction of the hull, deck and rudder. Unless otherwise specified the glass reinforcement shall be uniformly distributed over the whole of the moulding.

2.12 Plugs and moulds shall remain the property of Redwing Quay Ltd.

2.13 The shape of the hull and deck shall be in accordance with the lines plan and be within the tolerance specified in The Rules and the measurement form.

2.14 The builder shall permit an Official Measurer to inspect the work at any time during its progress.

2.15 The weight of the bare hull, including keel infill, floors, stringers, forestay fittings and back stay attachments, webs and lifting plates, but excluding all other fittings shall be 340 Kg plus or minus 5Kg.

2.16 The weight of the rudder and stock shall be 24 Kg plus or minus 1 Kg.

2.17 The weight of the bare deck moulding shall be 100 Kg plus or minus 4 Kg.

2.18 The hull dimensions and shape shall be within the limits shown on the measurement diagram and the GRP construction and lay up shall be as shown on the plans as 3.4 and controlled by templates.

2.19 The hull's registration number authorized by The Club shall be marked on a plaque permanently moulded into the hull beneath the starboard aft corner of the cockpit. To be supplied by The Club and serve as fee receipt.

 

3.0 Tolerances (Hull) On any dimension shall be plus or minus 1% except that it shall never exceed plus or minus 5mm.

4.0 Keel

4.10 The keel shall be of lead and shall be cast only from the official pattern supplied by Redwing Quay Ltd. The shape of the keel shall be checked by three templates, one upper, one lower and one for the maximum section.

4.11 The weight shall be 670 Kgs plus or minus 5Kg.

4.12 The keel shall be fastened to the hull by non-corrosive stainless steel bolts as shown on the hull construction plan.

4.13 Lifting eyes shall be attached to the keel bolts as shown on the hull construction plan. Such lifting eyes shall be manufactured to the official drawing.

 

5.0 Rudder

5.10 The rudder shall be GRP, and shall be made only from an official mould. The method of construction shall be as shown on the construction plan.

5.11 The rudder stock shall be constructed of stainless steel 316S.16 or its equivalent of 25mm diameter and shall be solid.

5.12 The radius of the trailing edge shall not be more than 5mm.

5.13 No concavities in the fore and aft sections of the surface of the rudder are permitted.

5.14 The design of the tiller, tiller extension and rudder stock fitting are optional.

 

6.0 Mast and Boom

6.10 There shall be one mast, the heel of which must at all times be stepped on the keelson on the centre-line of the boat. It shall not be moved more than 230mm. whilst underway. The mast shall be of aluminum alloy extrusion weighing not less than 1.5OKg. per metre. The sections of the mast shall be uniform throughout its length, except for normal cut outs for the attachment of fittings and a taper at the upper end which may not exceed 25% of the mast length, and may contain no hollows exceeding 3mm in depth. The wall thickness of the section shall not be tapered. The dimensions of lower 75% of the mast shall not be less than 87mm fore and aft and 64mm athwart ships. The mast tip weight shall not be less than 10.5 Kg (weighed with full rigging balanced on the deck).

6.11 The length of the mast measured from the deck shall not exceed 9603mm.

6.12 The outboard end of the crane shall not protrude beyond an imaginary circle from the aft side of the top of the mast - the radius of which is 300mm.

6.13 A band of at least 10mm in a contrasting colour shall be painted on the mast, the lower edge of which shall be 9373mm above the deck. At no time shall any part of the sail be above the band. If the mast is shorter than 9373mm then the band shall be at the highest point.

6.14 A band of at least 10mm contrasting colour shall be painted on the mast. The upper edge shall be 600mm above the deck. At no time may the tack of the mainsail be below the upper edge of this band.

6.15 A permanently bent mast or a rotating mast shall be prohibited.

6.16 There shall be only one boom which shall be wholly made from an aluminum alloy extension. The outboard end of the boom may be cut away for a maximum of 600mm. A permanently bent boom is prohibited.

6.17 Mast and boom must each pass through a circle l50mm in diameter.

6.18 Whisker poles shall be made only of aluminum alloy or wood.

 

7.0 Mast Rigging

7 .10 The standing rigging shall be of steel construction.

7.11 Spreaders and jumper struts shall contain not less than 90% aluminum or steel.

7.12 There shall be a stop on the mast to prevent the lower edge of the mainsail coming below the upper edge of the band defined by rule 6.14.

7.13 A backstay shall be fitted at all from the masthead crane. The backstay will be secured to or through the deck, on the centreline of the boat aft of the rudder stock and forward of the transom. No device shall be fitted whose purpose is to keep the backstay away from the mainsail.


8.0 Sails

8.10 The sails shall be red and made of uniform material approved by the Club.

8.11 The total sail area hoisted at anyone time shall be not more than 18.62sqm (200 sq ft) but shall be unrestricted as regards design.

8.12 Yachts shall be allowed not more than one new mainsail and two jibs per calendar year.

8.13 All new sails or substantially altered sails shall be measured, numbered and signed for on the approved form by an Official Sail Measurer. The signed form will be forwarded to the Hon. Secretary who will provide the Owner with a copy.

8.14 Each sail shall have the sail area shown in the clew with the area in square feet to two places of decimals in numbers at least 50mm high. The sail will also be marked with a number showing the year and a consecutive number i.e.94 -10.

8.15 If in the opinion of an Official Sail Measurer the sail has been deliberately cut to avoid having area measured or is otherwise unsuitable then he shall inform the Committee who will decide how the sail shall be measured or rejected.

8.16 An Official Sail Measurer shall not stamp or sign the approved form with regard to a Sail to be used on a yacht of which he is the Owner, part owner or in which he is an interested party or has a vested interest.

8.17 No sail shall be used for racing until it has been measured and stamped as above.

8.18 Transparent windows are permitted but shall not exceed 1858 sq cms (2.0 sq ft) in each sail.

8.19 No spinnaker shall be used.

 

9.0 Jib Battens.

9.10 No restrictions if battens 600mm or less.

9.11 Battens longer than 600mm must conform to the following specification:

1) Not more than 6mm thick.
2) Not more than 30mm wide.
3) Must not be prebent and must recover to a straight line after being bent through 90° and being released.
4) Capable of being bent so that the chord depth is not less than 33% of the length of the batten.
5) May only be made of wood, fibreglass or foam in any combination but must be of uniform materials throughout.
6) Must not be pre-tensioned when in use and must be sewn into the pocket.

9.12 Jibs containing battens more than 600mm long may not have more than 5 battens and these must be spaced so that:
a) No batten is less than 25% of the leach length from the foot of the sail.
b) There is at least 10% of the leach length between each batten.

 

10.0 Weight

10.10 The dry weight of the complete yacht as raced, including one set of sheets only but, excluding only the equipment listed below, shall not be less than 1305 Kg. The only equipment to be excluded when weighing is as follows: sails and battens, paddles, life jackets, hand pump(s), hand bailers, anchor(s) and anchor rope(s) as in Rule 13.14, mooring line(s), fenders, lifting slings, tool kit and personal effects.

10.11 Corrector weights, totalling not more than 50Kg, shall be permanently fastened to the underside of the deck. Two-thirds of the total shall be not less than 500mm forward of, and one-third not less than 500mm aft of the cockpit. Permanently fastened means screwed or bolted and covered with one layer of glass cloth and resin for the life of the boat. The weight is to be etched into the glass cloth by an Official Measurer.

 

11.0 Miscellaneous

11.10 Holes in the deck and coaming for the installation of equipment shall be permitted subject to the following:

11.11 No sheeting arrangement shall be permitted through the hull.

11.12 Holes or slots may be made in the deck to permit ropes, wires or fittings to pass through them. These must not measure more than 135mm in any direction except that the slot for the forestay which may measure up to 152mm in one direction. Coamings must confirm to the drawings.

11.13 Holes may be made in the coaming to permit ropes to pass through them. Holes must not exceed 10mm diameter.

11.14 The cockpit sole shall be constructed only of marine ply of not less than 17.5mm thickness.

11.15 The width of the horizontal part of the cockpit sole shall not be less than the dimensions stated on the measurement diagram. Outboard of this the cockpit sole shall not extend above its horizontal part (no sides).

11.16 The forestay and backstay fittings and the bow and stern fairleads shall be manufactured according to the drawing in Stainless Steel 316S.16 or its equivalent.

11.17 One drain plug may be installed, preferably on the port side of the hull, under the supervision of Mr. Bill Mitchell or such other person as may be approved by the Committee.

 

12.0 Restrictions

12.10 Materials not previously in use in the Class shall not be allowed in any part of the hull, rig or fittings, except with the prior approval of The Committee. If it is proposed to use materials which might be considered unusual, The Committee shall be consulted. Made up items that are readily available commercially will be approved.

12.11 A Member proposing to use any practice or device (including any device not specifically prohibited under 12.16 below) not already in use in the Class shall submit it to the Committee for approval. If the Committee give approval then the member may freely use the said practice or device subject only to the provision of 12.12 below.

12.12 The Club reserves to itself the right, after the first season's use or at the end of any subsequent season, to ban any material, device or practice by a resolution passed by two-thirds of the boats represented at an Annual General Meeting, even if previously approved by the Committee or by an Annual General Meeting.

12.13 Inside ballast shall be prohibited except as in 10.11.

12.14 The use of any apparatus or contrivance outboard or extending outboard attached to the spars, rigging or crew, the purpose or effect of which is or may be to support or assist in supporting a member of the crew outboard or partially outboard shall be prohibited.

12.15 The use of toe-straps or other devices the sole purpose or effect of which is or may be to support or assist in supporting a member of the crew outboard or partially outboard shall be prohibited.

12.16 Save as may be specifically required by the Notice of Regatta or Race, the Terms of Entry and/or the Sailing Instructions applicable to any regatta or race in which Redwings are taking part (in which event use of any such device shall be limited to the specific purpose for which it was intended under such Notice of Regatta or Race, Terms of Entry and/or Sailing Instructions and not so as to improve the boat's position or performance in a race), devices transmitting or correlating data relative to wind direction or speed, or boat speed and location, by means such as, but not limited to, electronic, hydraulic or pneumatic, shall be prohibited. For the purposes of this, rule Tacktick and any other device with a substantially similar purpose shall be deemed to be such a device and shall be prohibited.

12.17 Sanding and/or the application of paint coatings is permitted provided that no part of the yacht is thereby caused to lie outside the measurement tolerances specified in these rules, the official measurement diagram and the official plans. On the rudder and keel only, the addition of fillers or other material is permitted after manufacture within the measurements of the templates. Ribletts are prohibited.

12.18 A recognized proprietary anti-fouling paint shall be used as the final coat on the whole of the bottom and rudder.

12.19 Advertising is permitted in accordance with the ISAF Advertising Code
sections 20.3.1 and 20.3.2(a)


13.0 Equipment. The following equipment shall be carried on board when racing:

13.10 Life saving equipment complying with EN 396 or any revision thereof for al1 persons on board, all items of which shall be ready for immediate use.

13.11 Two paddles not less than l000mm in length.

13.12 At least one fixed pump which with fittings shall weigh not more than 20Kg.

13.13 One bucket of at least 6 litres capacity or an adequate secondary purnp.

13.14 An anchor or an anchor and chain weighing not less than 7.71Kg (17lb) and not more than 13.61Kg (30lb) and not less than 36 metres of anchor warp of at least 10mm diameter. A kedge anchor of not more than 4.54Kg (10lb) may also be carried.

13.15 Two hand-he1d red flares and two orange smoke flares in good condition and in date in a waterproof pack.

13.16 Such other equipment, if any, as may be required to enable the boat to comply with the Notice of Regatta or Race, the Terms of Entry and/or Sailing Instructions applicable to any regatta or race in which Redwings are taking part

 

14.0 Registration Numbers

14.10 The registration number shall be obtained from The Club and each new fleet shall start its numbering from 'one' to 99 with a fleet prefix number 100, 200 etc.

14.11 A yacht must carry its registration number on its mainsail, unless express permission is given in writing and approved by The Club.

 

15.0 Owners Responsibility

15.10 Owners are obliged to satisfy themselves that the one-design principle of the hull has not been violated and to do nothing during the course of his ownership to cause this principle to be violated.

15.11 No yacht shall be entitled to race as a bona-fide Redwing unless the owner holds a valid certificate in his/her own name.

15.12 The certificate shall be obtained from The Club in the following way:

15.13 In the case of a new yacht, or one so substantially reconstructed or repaired as to require re-measurement by sending a measurement form properly completed and signed by the builder and an Official Measurer, to The Club.

15.14 In the case of change of ownership by sending the invalid certificate to The Club.

15.15 No Redwing shall be entitled to race unless a Member is on board and no person other than a Member shall be permitted to helm a Redwing in a race other than on an occasional basis. Unless The Committee determines otherwise or the specific terms of the race provide otherwise, when a Redwing is being helmed in a race other than by a Member none of the Club's trophies or cups shall be awarded to such a Redwing winning the race. Unless the Committee determines otherwise or the specific terms of the race provide otherwise, where any race forms part of any series of races no points shall be awarded to any Redwing not helmed by a Member nor shall the result of any such Redwing in that race count towards the overall series of races.

 

16.0 Re-Measurement

16.10 If the builder is found to have signed a measurement form for a yacht that did not measure correctly, the builder's licence may be withdrawn.

16.11 All replacement equipment shall comply with the Class Rules in force at the time the replacement is made.

 

17.0 Wooden Redwings

17.01 The aim is to preserve the 1938 Bembridge Redwings as competitive class racing yachts as they were originally designed and built. All 1938 Redwings are Redwings as defined in Rule 1.00(a) and are entitled to a measurement certificate. This certificate shall be cancelled if the yacht has been substantially altered or treated. A new certificate will be issued by The Club only after inspection and re-measurement has confirmed that the yacht measures the same as before the alteration or treatment or when built.

17.02 The minimum weight shall be not less than 1305Kgs (the average weight of 15 Redwings weighed in August 1988). Corrector weights shall be added as required by Rules 10.10 and 10.11. However, the total additional weight shall be placed as follows:
A. 40% of the total on top of the keel.
B. 40% of the total 500mm or more ahead of the forward edge of the cockpit.
C. 20% of the total 500mm or more behind the aft of the cockpit.

Weights B and C will be fastened to the underside of the deck. The method of fixing to be agreed in detail by The Committee. These weights may be spread laterally but shall remain within 300mm of the centre line of the hull.

17. 03 All Rules other than those regarding the GRP hull and rudder apply to wooden hulled Redwings.

17. 04 In Rule 17.01, "treated' shall mean the application of any non-traditional covering to the outside of the hull which will reduce the amount of water being absorbed by the hull.


ANNEX 1

(a) Original untreated wooden boats have no requirement to alter their weight.

(b) New fibreglass boats must adjust their weight prior to initial launching to comply with the Class Rules 10.10 and 10.11, but thereafter there may be no changes to the standard weight of the boat. Existing fibreglass boats may not change their standard weights.

(c) "Treated" boats as No. 1, 17 and 18 where a major rebuild had occurred as agreed by the Committee, would be weighed in the Spring of 1997 prior to launching and must adjust their weights so as to be not less than 1,305 Kgs. Thereafter treated boats may not change their corrector weights.

Any subsequent treated boats will follow the same procedure prior to the launching for the first time.

There were discussions as to who should be the officia1 weighing measurer of the Class and Michael Samuelson agreed to do so subject to his review of the calibration requirements of the existing weighing machine that bad been lent by the Commodore to the Redwing Club.

 

ANNEX 11

In accordance with a resolution of The Club in general meeting it was resolved that in the annual passage race to Cowes before Cowes Week whatever other marks might be displayed by the Race Officer of the Day the Seaview Outer Mark buoy (N°. 7) must be left to Port, such mark therefore being an automatic mark of the course effectively forming part of the sailing instructions for that race and not needing to be displayed by the Race Officer. Any Redwing failing to comply with this standing instruction would be disqualified from the passage race without a hearing. So far as may be necessary this resolution overrides the Racing Rules of Sailing. Where the Race Officer displays any other marks as part of the course for the passage race, any marks lying to the East of the Seaview Outer Mark buoy (N°. 7) are to be rounded before it and any marks lying to the West are to be rounded after it, in each Case in such order and on such side(s) as may be displayed. For the avoidance of doubt, unless the Race Officer displays some alternative finishing line (for example the normal White Group Finishing Line for Cowes Week), the finishing line for the passage race is the Royal Yacht Squadron Finishing line for the time being - currently mark Beta and the RYS flagstaff. Any alternative finishing line may be displayed by the Race Officer by such means as he may decide as long as the same is reasonably brought to the attention of those taking part before the Preparatory Signal for the passage race.
